For a well-defined maximum interest rate, you should take into account the expected market conditions and the opportunity to secure financing more quickly, while not forgetting the company's ability to meet its commitments.

Remember that a higher interest rate doesn't necessarily mean you will pay more, the investors will decide by competing among themselves for the opportunity to fund your project. Thus, a higher rate will allow you to attract more investors at an earlier stage of the offering.
