Yes. Investors benefit from a 4-day reflection period from the moment they place a bid where they can change or withdraw their offer without any restrictions.
After the reflection period, investors will only be able to withdraw their offers if they are in an "outbid" situation, which means they are not currently in a position to allocate financing. However, investors can at any time improve their offers by either increasing the offer amount or improving the requested interest rate, regardless of whether they are within the reflection period or not.
The exceptions to this rule are the accounts of sophisticated investors to whom, due to their characteristics, the reflection period does not apply.
